The Education Sector Policy Support Programme (ESPSP) provides assistance to a coherent and consistent sector strategy for the reform of pre-university Education. The main objectives are to ensure: 1. open and equitable access for all children to all educational levels (Early Childhood, Basic, Secondary and Technical Education), with a particular focus on girls, vulnerable children and children with disabilities; 2. improved system efficiency through a decentralized, school-based approach that enhances community participation and good governance; 3. quality of educational services and learning outcomes (civil service reform and reform of curricula); 4. effective management of public spending in Education. The purpose of this assignment is to ensure proper visibility to EU assistance to Education in Egypt through an effective communication strategy that raises awareness while bearing in mind the political sensitivity of the topic in the Egyptian context. The mission aims to raise awareness within the Egyptian public opinion on key Education issues and EU assistance to the sector, ensuring the due respect of any political and social sensitivity on the matter. The specific objective is develop and implement a communication strategy to enhance the visibility of EU assistance to the Education sector, in particular the Education Sector Policy Support Programme, using all available media tools and communication techniques and enhancing all possible synergies with other EU-funded initiatives in the sector. The expert is asked to produce: 1. Needs assessment report; 2. Visibility and Communication Strategy with a concrete action plan, timeline and costs for its implementation, to be endorsed by the EU Delegation; 3. Implementation of the activities identified in the strategy, among which: production, printing and distribution of the promotional materials (including audiovisuals, if relevant); organization of awareness-raising campaigns; organization of a workshop/conference.
