The objective of this assignment is to provide Technical Assistance to the respective governments of St Helena, Ascension and Tristan da Cunha Islands in relation to the programming and implementation of the 11th EDF territorial allocation. Objective 1: Provide support in developing a 10-year visioning and strategic planning document for each of the three islands. So far, the focus has been on the short to medium term strategies without showing how these activities link to the longer term goals of the territory. Dedicated support is required to develop the longer term vision. Objective 2: Support in the preparation of the Programming Document and the underlying documentation including a comprehensive policy document in the sectors of concentration, required for the European Commission to take a Financing Decision.
