The global objective of the project of which this assignment is a part is to facilitate and promote the reform in the infrastructure management that provides reliable, transparent and accountable process of infrastructure management. This reform is directly related to the obligations of. the art. 367 of the EU-Ukraine Association Agreement to "promote efficient, effective and safe transport operations" and art.368 related to "removing the administrative, technical, cross¬ border and other obstacles, improving the transport networks and upgrading the infrastructure". The specific objective of this contract is as follows: 1. To analyze the current capacity for planning, modeling and implementation of transport infrastructure projects and identify the main shortcomings; 2. To elaborate the Terms of Reference for the project "Assistance to the Ukrainian authorities for improvement the infrastructure cycle management", suitable in structure and quality for the EU external assistance tender procedure and requirements.
