The global objective of this assignment is to undertake an individual assessment of 22 CDSSs and the technical workshops at 12 secondary schools across Malawi, focusing on the evaluation of their needs in terms of rehabilitation and construction of new infrastructure according to the given standards. The specific objectives of this assignment are to: 1. Assess in detail the needs of the selected schools in terms of infrastructure, based on the secondary school structure standards as provided by EIMU - Education Infrastructure Management Unit 2. Develop bill of quantities for the proposed works, both for the new structures and rehabilitation of existing infrastructure and adapt the standard drawings (as provided by EIMU) to the individual needs of each one of the assessed sites. 3. Provide preliminary cost estimates for the works for each assessed site and advise on the packaging of the works in order to better define the structure of the works tender and timeframes involved. Task I: Development of a detailed assessment of the selected schools' existing infrastructure: To examine the current status of CDSSs infrastructure and facilities including workshops at the 12 secondary schools by: - Assessing the existing infrastructure and their rehabilitation needs, - Compare the findings against the minimum standards as recommended by EIMU - Based on the findings of the assessment, evaluate the necessity of rehabilitating existing structures and or constructing new ones - Review the initial infrastructure assessment mission's cost estimates, and provide preliminary cost estimates for each site based on the identified infrastructure requirements Task II: Prepare designs that incorporate the EIMU minimum standards while reflecting the individual site specific needs: - Review existing designs for all structures of the schools including associated external works. Undertake thorough acquaintance with relevant project sites and design/drawings documentation provided by EIMU. - Provide updated detailed designs for all structures and associated external works and where appropriate make the necessary improvements based on prevailing site conditions for the selected schools. - Elaborate architectural, structural and electrical design for the schools and associated external works - Adapt the designs to include cross cutting issues such as gender, environment and special needs for people with disabilities. Task III: Advise on the preparation of works tender dossiers: Make recommendations on the packaging or clustering of the works in order to better define the structure of the works tender and timeframes involved for the implementation of the works. Prepare a draft works tender dossier.
