The global objective of this assignment was to enhance administrative capacity of Montenegro in the field of inland waterways. 1. To draft a roadmap for implementation of EU inland waterways acquis in Montenegro. The roadmap took in consideration existing legal framework in the field of maritime transport, and proposed which EU Directives should be implemented in national legislation. The roadmap also recommended the way that EU Directives would be implemented in national legislation (new law acts or updating existing ones) and proposed the time frame for its implementation. The roadmap proposed future steps in detailed manner, and described what kind of technical assistance and budget Montenegro will need in following years in the area of inland waterways transport. Finally the roadmap took into consideration the particularities of Montenegro's geography, existing legal system and current state of inland water ways use. 2. To draft an organisational structure of inland waterways transport department inside Ministry of Transport and Maritime Affairs (MoTMA) including each post description. Proposed organisational structure took in consideration particularities of Montenegro and existing structures of Maritime Safety Department currently in charge. To Draft Terms of Reference for the next technical assistance that will be necessary according to the proposed roadmap for implementation of EU inland waterways acquis in Montenegro
