The global objective of the project is to improve the quality of social services delivered by the centers for social work and employment centers through modernisation and adaptation of their infrastructure and improvement of the working conditions. The specific objective of this assignment is the supervision service for construction works for the projects “Modernization and adaptation of the social work centers” and “Support to Employment Service Agency for implementation of active labour market measures and services", foreseeing works of modernization and adaptation of 18 CSWs (30 sites - main building and day-care centers) and 12 employment centers. Contract administration and management - To carry out contract administration and management duties throughout the duration of the assignment to secure smooth and timely implementation, proper supervision and control of the two works contracts. - To supervise the procedures and the results of measurement of the site of the works to be carried out by the awarded contracted companies before starting the awarded contracted works. - To analyze and monitor contractual programmes submitted by the works contractors and give instructions to the works contractors to take appropriate measures to fulfil Contractors’ tasks. - To ensure that all required approvals, construction permits, permits for digging and for closing of roads are obtained in time, before commencement of respective works. - To ensure that all safety risks during modernisation and adaptation and commissioning of the works shall be assessed in advance and risk mitigation measures introduced prior to commencing the respective activities. - To assist the Contracting Authority in administrative duties, including financial planning and preparation of cash flow forecasts for all contracts on regular basis. Design Review and approval - To review and approve the works contractors’ working drawings and possible modifications to the detailed design. Site supervision - To carry out supervision of construction works in accordance with the Works Contracts, Site Procedures Manual and Supervisor’s Quality Assurance Manual. The main objective of the supervision is to facilitate achievement of the highest possible standard of modernisation works within the contracts time. - To carry out quality control:  To ensure that the quality of materials and the end products are to the highest possible standard of quality.  To propose amendments to the design and specifications for the Contracting Authority’s approval, if such alterations are sought to be benefit to the quality and economy of the projects;  To order the works contractors to substitute and make good any part of the works  To measure and keep accurate records of permanent works executed by the works contractors.  To ensure that the works contractors’ payment applications for work executed are accurate, fair and reasonable representations of the value of the work.  To carefully monitor all levels, lines and other parameters affecting the work, so as to ensure the works are constructed to fulfil requirements of the Contracting Authority; - To conduct regular site inspections to check the quality of the workmanship and materials in accordance with the respective works contracts and good engineering practice. Activities during the Defect Liability Period 1. Intermediary inspection during the Defect Liability Period (to notify and instruct the respective contractor accordingly of all defects found; to report on the status of the works and on the operation and maintenance of the works to date. 2. Final inspection on expiry of the Defect Liability Period (12 months).
