The global objective of the assignment is to prepare a Pre-Feasibility Study to be used in the Project Cycle Management (PCM) supporting the identification and formulation of the possible EU interventions in the water sector. The objective should be achieved through close consultation with the relevant counterparts within the Government, civil society, donor organizations and other relevant stakeholders. The expert team is required to carry out this assignment in accordance with the EU Project Cycle Management (PCM) Guidelines. Specific objectives of the assignment shall include, inter alia: - A technical and financial pre-feasibility assessment of the proposed investments including whether it is the most effective least cost solution; - Determination of potential renewable sources of energy to fully or partially supply the water for irrigated lands; - Determination of an outline implementation strategy for the Project; - Carry out an initial environmental analysis of the proposed Project; - Ranking and analysis of potential options with graphical representation of Advantages and Disadvantages - The preparation of simplified financial models for the Project (Value For Money, Concession duration…etc.); - Preparation of a Risk matrix – Risk Quantification – Risk allocation; - Support in the identification of EU interventions, including through the preparation of identification fiches. Including a detailed logical framework with outputs, institutional settings, time schedule, activities, hypothesises, risks and assumptions and budget according to EU templates.
