The global objective of the assignment was to contribute to the implementation of cooperation activities with real impact towards inclusive and sustainable development and better self reliance of Malawi. The specific objectives of the evaluation were to provide the relevant external co-operation services of the European Union, the partner government and the wider public with: an overall independent assessment of the past performance of the Rural Feeder Roads Programme, paying particularly attention to the results of the project against its objectives; an overall independent assessment of the impact and the sustainability of the results of the Rural Feeder Roads Programme, in particular as regard maintenance of feeder roads and capacity building of District councils; key lessons and recommendations in order to improve current and future actions, in particular as regard capacity building of district councils in view of preparing the rural road maintenance component of the 11th EDF; In particular, the evaluation focused on: Relevance and quality of design; Achievement of purpose; Sound management and value for money; Impact of the programme (expected/unforeseen, positive/negative) on any stakeholders; Likely continuation of achieved results (sustainability); EC added value of the programme, both regarding its design and quality of implementation; Coherence of the programme itself, with the EU strategy in Malawi and with the rural transport sector in Malawi. Particular attention was paid to the impact and sustainability of the capacity building component of the programme, specifically as regard key lessons and recommendations, as well as identification of best practices in other rural roads projects.
