Evaluation of Project Relevance: to carry out the following activities concerning the relevance and quality of the project: - Study all the documentation and reports produced by the project - Evaluate the project’s identification and initial formulation. Evaluation of Project Effectiveness: to analyze the implementation of the project with particular consideration to: - Input delivery, cost control and activity management - The project’s impact in terms of an enhancement in the capacity of the sector / beneficiaries - Any delays for each activity, as indicated in the original work plan. Evaluation of Project Efficiency: to provide information on any difficulties faced by the Technical Assistance and the Beneficiary thus far, how these have been overcome and suggestions for how to avoid them in future. Evaluation of Project Sustainability: to assess the potential sustainability of the project results concerning: - The economic feasibility and financial sustainability. - The capacity building of those who will continue the project benefits in terms of training, implementation and monitoring. - Evaluation for the possibility of replication of the positive results in other similar projects. Lessons learned and recommendations: to provide information on the economic/political/financial conditions that should exist, the qualifications of the beneficiaries implementing bodies, the necessary level of stakeholder participation, and other factors that should be in place for the purpose of informing the design of future operations.
