This Technical Assistance contributes to the implementation of the service and supply contracts envisaged under the IPA 2011 “Strengthening social protection system at all levels of governance“, Component II (to enhance monitoring, reporting and promotion of human rights and to improve social protection of the vulnerable and socially disadvantaged groups), which aims at achieving 5 results: 1. Support to social welfare legislation reforms in the entities and Brcko District of BiH provided 2. System for monitoring the access to rights of vulnerable groups in BiH strengthened 3. Strengthened capacity of Ministry of Human Rights and Refugees (MHRR) and other institutions involved in improving the protection of vulnerable groups and promotion of human rights in BiH 4. Social welfare centers in at least 10 pilot areas strengthened to deliver effective social services with special focus on assistance to elderly persons 5. Technical strengthening of the capacities of MHRR and the social service providers. The technical assistance and supply under IPA 2011 support is needed to improve the coordination mechanism between the competent institutions with the aim to ensure adequate and efficient system of reporting according to the BiH international obligations.
