Purpose of the assignment is to develop Master Plans for the cities of Ba'adre, Zawita, Bamarne and Shekhan in the Dohuk Governorate, to guide the cities development until 2038. The Master Plans objectives are: - to ensure a sustainable urban development of the cities for the next 25 years taking into consideration social, economical, ecological and cultural aspects of the development. - to propose a Land Use and transportation framework for future urban development, and identify requirements for the provision of public facilities (social infrastructure) and utilities (technical infrastructure) for the existing city and the development area. - to identify existing areas which require immediate planning actions for public facilities and utilities. - to prepare implementation strategies for the Master Plans including the identification, description and prioritization of key projects in the next 25 years, in addition to urban regulations (Zoning regulations for land use, and Building regulations for the Detailed District Plans) and recommendations for institutional development. - Know-how transfer: to ensure sustainability of the transfer of knowledge (training) program. - Supply the clients personnel with all necessary tools and equipments for implementing the master plan and update it as necessary. A Training Programme for District and Sub district stakeholders and the client's personnel about the planning process and its implementation in day-by-day decisions is also part of the assignment.
