The global objective of this assignment is the Support the Ministry of Education in rationalising the division of labour in the Education sector and in restructuring its organisation and functions. The consultants will support the Ministry in developing a central structure that is lean, effective and efficient and dedicated primarily to policy-making, monitoring and evaluation, whilst strengthening decentralised service delivery at regional level. The specific objectives are: 1. Define the purpose and subsequent roles and responsibilities of various players in the education and training sector; 2. Define the functions of its various units; 3. Develop a structure of the Ministry of Education; 4. Translate government’s decentralisation plans, assess capacity required and design capacity building plans at central, regional and local levels.
