Overall Objective: to ensure that urban development in the designated buffer area of the Erbil Citadel is carried in a manner that will not negatively impact the Erbil Citadel nor the heritage buildings and historic fabric of the city center of Erbil through: - Support of the licensing committee in implementing the guidelines, including participation in the committee meetings to provide assistance in the use and interpretation of the guidelines. This would also include enhancing the procedures undertaken by the committee and in dealing with the public and the applicants for building licenses. - Review of the guidelines and the issues that have come up following their endorsement and practical applications. This would include carrying out any further needed surveys and studies, and adding or modifying specific instructions in order to eliminate any ambiguities that could arise in the interpretation of the guidelines.
