This project aims to formulate a draft proposal of a technical, procedural and financial amendment of the current funding Convention in order to implement the second phase of the program. The study is based on three main areas of intervention identified in the previous phase: 1. Cultural development support and creation of new businesses for a quantitative and qualitative strengthening of the economy of culture on promising sectors; 2. Support to the implementation of development projects in each region and regional assemblies for true cultural decentralization; 3. Capacity building support and reorganization of the Ministry of Culture and implementation of the new cultural policy
