The transport sector in Saint Tome and Principe (STP) is heavily influenced by geographical isolation and rugged terrain, making the overall transport supply still insufficient. The growth  of the urban areas in Saint Tome and Principe is causing continuous unsustainable population mobility: a greater time and energy reliance with consequent increase of insecurity, environment and transportation system costs.

It is necessary to invert this tendency by increasing the efficiency of alternative modes (public transport, on foot or two wheels) and reduce at the same time investment and operational costs.

In order to remedy the situation, the Transport Planning and Control Unit (UPST), by preparing the Transport Master Plan, intends to find sustainable transport solutions to enable the formulation of mobility and accessibility management policies in Saint Tome and Principe with particular regard to the capital city and the high population density neighbouring cities.  

The main objective is the development of a Transport and  Mobility Plan between the Saint Tome islands, a strategic and operational main document for the implementation of an integrated transport system and its related infrastructures’ support.

It is expected that, by adopting innovative policies in the field of urban planning, traffic and parking control, as well as the transport system, there would be a real and effective reduction of personal transport use and also would guarantee that an adequate population mobility would promote the social inclusion, the quality of the urban life and the preservation of historical, architectural and environmental heritage.    

Specific objectives:

  • To promote public transport, walking and cycling, improving the conditions of population mobility;
  • To increase the mobility quality and the urban environment, increasing synergies that may arise from the complementarity between the various travel modes;
  • To improve the functioning of urban public transport network by restructuring the network for a good territorial and temporal coverage;
  • To increase the security, comfort and the quality of pedestrians and cyclists spaces and reduce the use of cars in most sensitive urban centers;
  • To improve the current state of transit with the creation of mobility rules through the introduction of signs which shall reduce the number of accidents (with particular emphasis on mopeds);
  • To restructure the taxi network;
  • To balance the public space allocation to different transport modes;
  • To ensure the environment quality;
  • To carry out differential parking policies, taking into consideration the specific needs of residents, employees and visitors;
  • To obtain inputs for the Sao Tome and Principe Transportation Master Plan with regard to the Road Transport subsector
