The general objective of the envisaged EU-funded program is to assist the Ministry of Family and Population in empowering vulnerable families and curbing population growth, while improving human development indicators. The main specific objectives are to: 1) establish a model for integrated family empowerment service centres (one-stop shops) that can be replicated at national level and serve as a guide to enhance national policies on family empowerment and population control, 2) raise awareness on both the services provided by the one-stop shops and the two-child family culture, with an increased practice of family planning. These objectives will define the programme components and be supported by a series of technical cooperation activities and awareness campaign. The purpose of this assignment is to advise on the formulation of the envisaged programme in support to family empowerment and population policies. The mission will be dealing with the relevance, efficiency and effectiveness, impact and budgetary matters of the proposed support to family empowerment and population policies, reflecting both the Government strategies and the EU’s international aid policies and international agenda commitments.
