The overall objective of the project is to prepare and finalize a management plan and a legal instrument, in coordination with HCECR, which would help it in the management of the Citadel. Additionally, through training and targeted workshops, HCECR would have the capacity to prepare the nomination file for inscription on the World Heritage List. The specific objectives are: 1. Training of HCECR with regards to World Heritage Nomination and the World Heritage Convention 2. A management plan for the Erbil Citadel, prepared in coordination with HCECR 3. A legal instrument, prepared in coordination with HCECR
