The global objective of this assignment is to contribute to poverty alleviation and industry development through the increased efficiency of the smallholder sugar cane industry. In response to the changes in the current sugar regime announced by the European Commission in June 2005, Malawi developed a National Adaptation Strategy (NAS). The overarching objectives of the National Adaptation Strategy (NAS) are twofold: 1) To increase cane production and factory output (quantitative objective) 2) To increase production through efficiency gains in both the field and factory operations (qualitative objective). The specific objectives of this technical assistance are to review the design made, prepare the works (and potential service) tender and organise the supervision of the works.
