The overall objective of this assignment is the mid term evaluation of both the Support to the Economic Recovery & Reconstruction of Lebanon Programme Component I and the Support to the Economic Recovery I: Local Development, Reconstruction and Infrastructure Rehabilitation Component II. The specific objective of the mission is to assess following issues: 1. the extent to which the programme remains consistent with the initial objectives 2. how will the infrastructure projects enhance economic and social development and will revitalise the economy beyond the level of the immediate users (overall impact) 3. provide recommendations for any required mitigation measures in order to support effective implementation 4. provide lessons learnt from the followed set-up for the implementation of future programmes. The evaluation included all aspects of the functioning of the programmes. This includes: 1. external aspects as technical, socio-economic, institutional and environmental circumstances 2. internal aspects as the implementation, management and organisational approach
