The global objective of this contract is to ensure that the Technical Assistance Services, which the Ministry of Education is currently contracting through a local tender, are adequate for setting up an Education Management Information System (EMIS), which will meet the usual technical standards, the expectations as defined in the relevant tender documents, and the requirements as resulting from the goals of the ongoing ESDP. The specific objectives are:  To assist the EU Delegation in assessing offers submitted by the candidates for the technical assistance to the development of an EMIS database;  To assist the EU Delegation in formulating an informed opinion concerning the compliance of the offers with the technical specifications outlined in the TOR for the EMIS tender;  To advise the EU Delegation on the suitability of the selected candidate to implement the EMIS contract by providing the technical information necessary  To support the Delegation in translating the assessment into effective communication to the Ministry of Education.
