The Citadel of Erbil lies at the heart of the city with evidence of many millennia of habitation, making it one of the longest continuously inhabited sites in the world. It rises 28-32 m above the surrounding city, with successive layers of settlements: Assyrian, Akkadian, Babylonian, Persian and Greek. Over 500 structures are still standing, only a few of which are in an acceptable state of conservation. Since January 2010, the Erbil Citadel, which lies in the heart of the historical city center, has been on the UNESCO Tentative List of World Heritage Sites. Hence, it was found necessary to implement a project with the overall aim of establishing clear guidelines and regulations for managing the urban historical city center of Erbil surrounding the Citadel, assuring that future development of the city would not negatively impact the Citadel itself, nor the heritage districts and buildings within its surroundings. Thus an adequate buffer area shall be designated and managed in a way that would be compatible with the values of the Citadel, avoiding any negative impacts on the Citadel. The overall objective of the project is to establish clear guidelines and regulations for managing the urban historical city center of Erbil surrounding the Erbil Citadel. In order to adequately manage the historical area surrounding the Erbil Citadel, the following is to be established: - Delineation of the buffer area and its heritage zones and buildings - Guidelines and regulations for the buffer area - Mechanism for the management of the buffer area
