The principal focus of the programme is on urban rehabilitation of Eritrea's capital city, Asmara. Asmara possesses an internationally distinguished urban ensemble which stands among the highest concentrations of Modernist buildings anywhere in the world, which has suffered a period of decades of neglect brought about by lack of resources mainly caused by war. This built heritage constitutes not only a fundamental pillar of Eritrean cultural identity but also a rich resource for its urban public domain. If well-maintained, this built heritage would offer further potential for social and economic projects, street-market activities, the enactment of cultural events such as theatre, cinema and dance, and would also contribute to better attract international tourism. The programme aims to support the safeguarding of some of Asmara's built heritage, and to set the basis for sustaining a long-term rehabilitation process. By means of the provision of appropriate technical assistance and grants for works and supplies, the programme proposes to fully rehabilitate heritage buildings and public spaces and to contribute to improving managerial, administrative, heritage conservation practices and capacities at the Department of Infrastructure (DOI) and municipal level, in line with international best-practices.
