The study aims to develop a draft policy document in the context of culture and covers all the eight member states of the Union (Benin, Burkina Faso, Ivory Coast, Guinea Bissau, Mali, Niger, Senegal, Togo). The first phase includes the study to draw up an inventory of arts and culture in each Member State of the Union and contributes to the support and strengthening of national cultural policies or actions pending or in sight in the Member States Union, based on the principle of subsidiarity. The second phase wants to identify the elements that create the synergy necessary for a true unified economic area, to better exploit the potential of cultural diversity on a regional basis. The goal is to identify priorities for action in the field of arts and culture, and if it is possible, a program of harmonization of regulations, mechanisms and procedures and the means of their implementation.
