The overall objective of the assignment is to provide the EC Delegation with an independent assessment on selected previous and ongoing "Support to State Reform and Modernization" programmes and to identify a major successor programme based on key lessons learnt. The specific objectives are: 1. ASSESS to what extent, in the field of State Reform and Modernization, the Commission's assistance has been relevant, effective, sustainable; if the expected impacts have been achieved and whether its assistance has been coherent and visible and has provided added value. Identify key factors for their success and failures; lessons learnt and best practices. 2. IDENTIFY and FORMULATE a detailed successor programme.
