The overall objective of the mid-term evaluation, with reference to the Financing Agreement between the European Commission and China regarding the EU-China Policy Dialogues Support Facility (ASIE 2006/130-457), was to assess the extent to which the Project has achieved its purpose to date and to improve the design and the impact of the EC managed external assistance programmes, by strengthening the EC ability to draw on lessons learnt from past and ongoing interventions for future planning, programming and project identification.
