The Support to Decentralisation Programme (SDP) promotes both institutional capacity building for local governance and improved access to social services by local populations in Uganda. The Programme combines support to developing a coherent national framework for decentralisation with a targeted capacity building of up to nineteen disadvantaged districts, all of them benefiting from previous EU decentralised co-operation interventions. The Programme aims to make a contribution to sustainable and equitable development and poverty reduction through active participation of citizens in local development and improved governance by Local Governments with the purpose to improve the capacity of Local Governments in the selected 19 districts for effective and sustainable service delivery through empowering local populations to demand better services and to strengthen communication mechanisms and downward accountability towards Lower Local Governments, civil society and population at large. The overall objective of this mid-term review is to assess the progress made to date, to identify constraints faced by the programme and to make recommendations for the implementation of the remaining programme period.
