The specific objectives of the assignment are to produce a clear and comprehensive SADC-HYCOS (Southern African Development Community- Regional Hydrological Cycle Observing System) Phase II Evaluation Report and a well defined SADC-HYCOS Phase III Project Document. The Evaluation Report should state successes, failures and challenges of the Project in relation with the expected results. The assessment report should not only compile strengths and weaknesses in the Project achievements, but should point out the reasons for these successes, failures and challenges and relate them with technical, financial, institutional or other reasons. This would allow the Co-operating Partners and the stakeholders of SADC-HYCOS to draw lessons from the Project, which will be used as inputs for improving the specifications and the design of future phases of the Project, as well as for preparing other HYCOS projects. The SADC-HYCOS Phase III Project Document should incorporate findings of the Project evaluation process and should be aligned to the WHYCOS Programme. It should provide a clear and an easy to implement environment that clarifies the different roles of all the Project partners and stakeholders.
