The general objective of this contract is to support the capacity of Ukraine to make the best use of EU assistance. The specific objectives of this contract are : • Promote the long-term self sustainability of the NCU activities • Assist the Ukrainian Government (in particular individual line ministries) and stakeholders to understand and participate in the Neighborhood Policy Instruments • Strengthen the planning and co-ordination capacity in relation to EU external assistance programmes. • Support public awareness of EU assistance programmes • Initiate and enhance national capacities in view of EU sector policy support programmes in general and budgetary support in particular. • Improve the link between technical and finance cooperation with policy dialogue and EU integration process
