The global objective of the assignment has been to assist the Delegation of the European Commission to India in the Formulation phase of the programme Indian Culture for Development. The purpose of the mission consisted into confirm the relevance and feasibility of the project idea as proposed in the Identification Fiche and further: - Consolidate linkages with the government strategy for the development of the culture sector - Elaborate on ownership (GoI and target beneficiaries) and sustainability of programme’s results - Elaborate on appropriate indicators which will enable an effective monitoring tool: fine-tune the logical framework - Prepare a detailed programme design, including furthering management and coordination arrangements, financing plan, cost-benefit analysis, risk management, monitoring, evaluation and audit arrangements; - Draft the Programme’s (i) Action Fiche, (ii) technical and administrative provisions, and (iii) the relevant documents for the launching of the Call for Proposals’.
