The Global Objective of the assignment was to conduct a Final Evaluation of the EC’s two governance bilateral projects in the Philippines. 1. Increase the access to Justice for the Poor and Vulnerable groups 2. Prevention of corruption in the Philippines, and gather lessons learnt and recommendations to integrate in on-going and future EC interventions in the broad area of governance. The objective of the evaluation was to assess the relevance, effectiveness, impact and sustainability of the two projects. The review has provided a systematic and objective assessment of the five evaluation criteria abovementioned of these two bilateral governance programmes in order to assess their design, implementation, results and impact on the governance situation in the Philippines.
