AFKARII, which started in January 2006 for a duration of 3 years, constitutes a continuation and development of AFKAR I and aims at the Strengthening of the Action of the Lebanese Civil Society in favour of the Respect of Civil and Political Rights, and the Consolidation of the Rule of Law. This evaluation has provided information related to: a) the impact and management of the project actions against its objectives as well the added value of AFKARII taking into consideration the main achievements of AFKARI; b) the quality of the technical assistance provided by Emergences in developing local capacities to define and produce results to which the objectives of the programme have been achieved; c) the evaluation of the management structure of OMSAR (Office of the Minister of State for Administrative Reform) to AFKAR II; d) identify key lessons and to propose practical recommendations for future implementation of programmes/projects to support civil society organisations in Lebanon.
