The decentralization is a process that involves the transfer of a wide range of powers (decision-making, income, taxes, etc..), responsibilities (services) and resources (financial, human, administrative) of the highest levels of system policies from the central government to local authorities. It is an instrument of democratization, reconciliation, social integration, as well as a tool against poverty, sustainable human development and good governance. The Country Strategy Paper and National Indicative Program for the period 2008-2013 (10th EDF) provides support to local governance and meets two overall objectives: 1. Contribute to strengthening the capacity of decentralized services, local actors and dislocated services of the State. 2. Contribute to the economic viability, to the promotion of local development and to financing the decentralization. The specific objective of the mission is to ascertain the feasibility and to formulate a support program to the sector policy of decentralization and local governance.
