The situation in Malagasy prisons are very critical because of the poor condition of detention inherent in overcrowding, the difficulty to maintain hygiene and health acceptable and the insufficient quantity and nutritional quality of food served there. That is why the Ministry of Justice, whose main mission is to ensure transparent justice, equitable, close to the users, safe for investors and respectful of human rights, has established a matrix of reforms, in partnership with the European Union. Therefore, from one side to progress significantly in the short term improving the prison situation, and from the other side to establish a sustainable action program for the management of the prison environment, the Ministry has requested the support of two experts. Under this project the expert is expected to help strengthen the respect for human rights in the prisons of Madagascar. Moreover, the expert is expected to contribute to effective and sustainable reform of the penitentiary system in Madagascar.
