Within the framework of strategic programmes of fight against poverty, in particular the Madagascar Action Plan 2007-2012 (MAP), the Government of Madagascar has adopted a National Programme of Decentralization and deconcentration that as of 2007-2008. Through the Programme both the European Commission and the World Bank work to support the Government to implement its sector policy of decentralization, in compliance with the MAP. This assignment aims at strengthening the capacity of municipalities in their tasks, both funding basic infrastructures and providing support to the institutions. The Programme can also help to strengthen coordination between all the donors who support the sector of decentralization and deconcentration in Madagascar.
