South Africa is still characterized by poverty and inequality which prevents the majority of its citizens from enjoying the fruits of democracy. The realization of socio-economic rights remains a key challenge. From its inception, the democratically elected government has committed itself to redressing these inequalities and improving the lives of its citizens, through promoting a human rights culture. The European Commission Delegation in collaboration with National Treasury is currently considering a new governance package for the 2007-2013 funding period under the new Country Strategy Paper and National / Multi-annual Indicative Programme. The overall objective of the assignment is to undertake a formulation/design exercise for a future programme named “Access to Justice and Promotion of Constitutional Rights Program.
