The purpose of the review is the identification and formulation of a project or programme of support to the South African Legislative Sector, using the Sector Policy Support Programme (SPSP) as an implementation modality. The study consists of two phases: Phase I: Conduct the assessment study to confirm that the conditions for a Sector Policy Support Programme in the South African Legislative Sector are met and identify areas, if any, where improvements are required to fully meet the conditions for the successful application of a SPSP modality for EC support to the South African Legislative Sector. Phase II: In addition, the consultants were required to develop recommendations, in close collaboration with designated representatives of the Sector’s Working Group on the SPSP.
