A financial agreement signed in August 2004 between the Government of Madagascar and the EC has established the "Community support in the areas of good governance and strengthen the rule of law" of the 9th EDF, which the phase of operational implementation was completed on 30 June 2008. Its global objective is to promote good governance by strengthening the justice sector, modernizing the national police and supporting a good management of the customs sector. The expertise required is primarily the final evaluation of the program mentioned above, as provided in the financial agreement. Second, the expertise also aims to identify new activities in the area of strengthening the rule of law in Madagascar, which will be scheduled within the 10th EDF.
