The overall objective of this programme is improved safety and security for the people of the Eastern Cape. This theme is developed into the specific programme purpose of prevention of crimes against women and children and improving the services delivered to people affected by such crimes in geographical priority areas. This study aims to assess the relevance, impact, efficiency and effectiveness as well as sustainability of the Programme against the expected results on the basis of the indicators formulated in the project logical framework of the Programme. The Final Evaluation include also an assessment of the actual project activities and approach against the original design. The focus is on the impact of the EC Programme to strengthen the capacity and institutional reform of the relevant institutions and the sustainability of the programme outcomes as well as the community participation.
