This mid-term evaluation and identification was part of a €3 million programme designed to support NSA (Non-State Actors) capacity development in Tanzania. The NSA Support Programme aimed to empower non-state actors to be informed of and to contribute to the formulation, implementation, monitoring and evaluation of development policies and processes through improved dialogue with Government and better access to information. It aimed also to strengthen the capacity of NSAs to effectively engage in policy dialogue, information exchange and networking on development issues. The purpose of the evaluation is: - to assess the progress to date of the NSA Support Programme, with reference to the provisions of the programme’s Financing Agreement, log-frame and work-plan; - to make constructive recommendations for its effective completion, and if relevant and viable beyond this.
