This project consisted in the evaluation of three programmes: the European Programme for Reconstruction and Development Support Facility (EPRD-SF), the International Development Co-Operation Support Programme (IDC-SP) and the Technical Assistance Team Programme II – Transitory Phase (TAT II). The final evaluation’s overall objective was to assess the design, implementation and results of each of the three EC financed programmes in order to determine their relevance, efficiency, effectiveness impact and sustainability in the context of their stated purpose. It was to provide a comprehensive overview of the entire programmes and provide the Government of South Africa and the services of the European Commission with elements to : a) make an overall independent assessment about the past performance of the three programmes, paying particularly attention to the impact of the programmes actions against their objectives; b) identify key lessons learned and propose practical recommendations; consider options for future collaboration in line with current EC financial regulations and EC development policy.
