The Republic of Costa Rica through the Ministry of Planning (Mideplan) and the European Commission in December 2002 agreed to boost the program "Municipal strengthening and decentralization". The purpose of the program was essentially to promote and improve the democratic functioning of municipal institutions, creating conditions for transferring responsibilities, powers, resources and talents to other spaces and territorial entities with the aim of establishing a decentralized management State that effectively and efficiently, promote balanced development and equitable sharing of assignments and social benefits. The beneficiaries were municipal institutions, their regional and national organizational associations and the project posed concrete results in terms of strengthening and improving of the overall functioning and organization of these entities. This framework has provided a number of individual and collective beneficiaries related to the activities about training, and capacity building for leadership and management, which has benefited players in the civil service, social organizations and productive and political parties in relation to the favourable conditions to strength its democratic participation and construction of its development.
