The overall objective of the mission is to provide the Afghan government and the EC with an assessment of the reform needs of the MoI, the scope and different options of institutional and organizational reform, complemented by recommendations about the scope, design, sequencing and costs of such projects. The provided expertise and guidance should enable the EC to formulate its possible intervention in the MoI reform process in the most efficient and effective manner so that available resources can effectively contribute to the improvement of the overall security situation in Afghanistan.
