The assignment has analyzed the needs of Kosovo’s civil society and how to maximise its involvement within a very complex social environment. The contractor has assessed and defined the scope for the 2005 CARDS Civil Society programme and prepared the Project Fiche according to the required template. The contractor has prepared the Terms of Reference according to the required template. Full participation of the relevant stakeholders was attained on the design of the programme by using participatory techniques. The consultant was requested to use the Project Cycle Management methodology in the development of terms of reference with emphasis on: relevance efficiency, effectiveness, impact and operational and financial sustainability of the technical assistance.
