Recognising the importance of judicial reforms, Pakistan has committed itself to a reform agenda outlined in its Poverty Reduction Strategy Paper (PRSP) for improving access to justice in particularly for the poor. The reform will focus on new initiatives like judicial reforms, judicial independence, efficiency and empowerment of the poor. Governance is one of the focal sectors foreseen in the 2007-2010 National Indicative Programme where the overall objective of this envisaged programme is to increase access to justice for vulnerable groups of society, with special emphasis on women, children and religious, ethnic and tribal minorities.
