The AGORAH Programme of support to the socio-economic development and decentralization in Ayacucho and Huancavelica regions – is a joint initiative of the European Commission with the Peruvian Government that aims at helping the development of the Ayacucho and Huancavelica Departments to promote the economic development of the population, in particular the poor, within an overall decentralization process of the State. The financing agreement of the Programme includes the accomplishment of three external evaluations. The ongoing evaluation is the first one and will last 2 years after the formal inception of the Programme. The mail objective of this assignment is to develop a detailed assessment of the progresses accomplished over the first half Programme in terms of relevancy, efficiency, effectiveness, impact and sustainability.
