The Jordanian Government has requested from the EC a programme (named SAAP) to support the implementation of the Association Agreement between Jordan and the EU, which aims at enhancing Jordan's partnership with the EU as well as the Kingdom's integration into the world economy. The overall objective of this assignment is to facilitate the implementation of SAAP II by providing technical assistance to the Programme Administration Office (PAO) and the specific beneficiary institutions for the detailed preparation of twinning projects under the overall work plans of the programme. The specific objectives of this assignment are: • To provide assistance to the PAO for the needs assessment in areas related to Penitentiary Reform and Combating Terrorism, within the overall framework of SAAP II. • To assist in the development of twinning projects in the areas mentioned above.
