The GJLOS Reform Programme is a sector-wide, cross-institutional reform programme led by the Government of Kenya and supported by more than 15 International Development Partners. The objective of this Mid Term Review is to assess the overall progress of the GJLOS Reform Programme to date against the anticipated results in the Medium Term Strategy (2005-2009) and its Logical Framework, using the five DAC (Working Party on Aid Effectiveness) criteria of relevance, efficiency, effectiveness, impact and sustainability.
