The purpose of this study is to define a long-term strategy to mainstream Non State Actors participation so as to contribute to the development of a legitimate, effective and viable civil society in Zimbabwe. The study has four specific objectives: 1) Carry out an institutional analysis (including a ‘mapping’) of key social, political, economic non-state actors and their relationship/linkages with the political institutions, the development partners and the constituencies they represent; 2) Give an overview of relevant NSA networks and organisations and assess the capacity of these organisations, the role they play and the constraints they face, in terms of advocacy, monitoring, policy dialogue and service delivery, both at district and at central level; 3) Analyse opportunities and possible ‘mainstreaming’ NSA participation in development and cooperation processes; 4) Identify relevant capacity building strategies for NSA, taking into account the activities undertaken in this area by other donors or international NGOs.
