The new Ukrainian authorities have affirmed Ukraine’s commitment to the rule of law and asserted that such a commitment will be a source of strength for Ukraine’s future development. The reform of Ukrainian Detention and Imprisonment System remains the Government's top priority. The global objective is to assess the needs of reform of the Ukrainian Detention and Imprisonment System, to identify the reform priorities, to establish absorption capacities of the State Department of Ukraine for Enforcement of Penalties, and to suggest a scope, methodology and logistics of the EC assistance that could be rendered by a future sector-wide programme.
