Azerbaijan has been a beneficiary of EC External Assistance programmes, and in particular Tacis technical assistance, since 1991. In the context of the European Neighbourhood Policy (ENP), and to accelerate the process of administrative reform and facilitate the design and implementation of public policies, it has been agreed to extend the instruments of institutional twinning to Azerbaijan. Twinning projects are ruled by a set of procedures summarised in a Reference Manual. The procedures foresee the establishment of a Programme Administration Office (PAO) in charge of the facilitation and monitoring of the Twinning project cycle. This project contributes to the successful launching of Twinning operations in Azerbaijan by supporting the establishment of a well-functioning Twinning Programme Administration Office.
